Я написал так как пример. Если используете базу данных версии более 39-R - Лучше используйте mysql_static.so. 
У Вас все получилось?

Проблема заключается в том, что плагины не загрузились

Если Вы запускаете сервер на Linux (Хостинг ), в файле Server.cfg к плагинам допишите формат .so. Пример: mysql.so / mysql_static.so и т.д
